A Tongan lawyer who received his legal education and professional training in Fiji and Vanuatu, Tutone brings a genuinely regional perspective to legal practice. His academic and professional experience across the Pacific has enabled him to build a strong professional network spanning 14 Pacific Island countries.
Before establishing Semper Fidelis, Tutone served as an Assistant Crown Counsel in the Attorney General’s Office of Tonga, where he gained experience in litigation, public law, legal advisory work, and matters affecting government administration and national interests.
He later moved to the Republic of the Marshall Islands, where he worked exclusively in private legal practice. During this period, he was exposed to sophisticated commercial, regulatory, and cross-border matters involving clients, counterparties, and institutions connected with the United States, the United Arab Emirates, Japan, Europe, and other international markets.
His work encompassed matters involving Fortune 500 companies, multinational corporations, global institutions, international contractors, telecommunications enterprises, cryptocurrency and digital-asset platforms, shipping and maritime agencies, offshore companies, foreign embassies, and other businesses operating across multiple jurisdictions.
This experience strengthened his ability to work across different legal, regulatory, and commercial environments and provided direct insight into the challenges faced by Pacific businesses and institutions when engaging with major international companies, overseas investors, global markets, and cross-border counterparties.
Tutone established Semper Fidelis to provide sophisticated, responsive, and regionally grounded legal and advisory services. His approach combines careful legal analysis, commercial awareness, practical judgment, and a strong understanding of the cultural, institutional, and economic realities of Pacific Island jurisdictions.
