Called Home to Serve

Most people leave Tonga and never look back. I left 3 years ago, but not for reasons people expect. I left to be reunited with my family. 3 years later, God called me back home to serve the people of Tonga and to give back to the country that produced me. Semper Fidelis Pacific Law & Advisory opens today in Nuku'alofa. That calling is the whole reason it exists, and everything that follows comes out of it.

Where I have been

I am Tongan. I received my legal education and professional training in Fiji and Vanuatu, which is why my instincts have always been regional rather than narrowly national. Those years left me with a professional network now reaching into fourteen Pacific Island countries, and with a settled conviction that Pacific jurisdictions deserve to be understood on their own terms rather than as footnotes to somebody else's system.

I began in public service as an Assistant Crown Counsel in the Attorney General's Office of Tonga.

I was thrown into the deep during my time there. Within 3 months, I was appearing in the Supreme Court and running full trials on my own. I never said no to anything that was given to me, and I made the most of the opportunities that came my way there. It was there that I discovered my passion for advocacy and fighting for justice.

Towards the end of 2023, I made the hard decision of resigning from my job. My daughter needed her father more than the Government needed my services. So I left my family in Tonga and moved to the Republic of the Marshall Islands with nothing but gratitude and trust in God.

My family

My wife, Maniana, is also a lawyer, and she is my main support system. We have two daughters. They are the reason the work has a deadline and the reason it has a point.

What the name means

Semper Fidelis means always faithful. I chose it because fidelity is the standard I want this firm measured against, not the compliment I want it paid.

Faithful to the client, which means telling you what the law says rather than what you were hoping to hear. Faithful to the court and to the institutions we appear before, which means the citations are real and the arguments are ones I am prepared to defend under questioning. Faithful to Tonga, which means treating our Constitution, our land law and our custom as primary law to be analysed on its own terms.

My own guiding statement is simpler. I live to honour Christ, serve my family, and lead with integrity, so that everything I build reflects His Kingdom. This firm is part of what I am building.

What I want this firm to be

Most of my professional convictions come down to refusing choices I do not accept are real.

I do not accept that a Pacific lawyer must choose between being culturally grounded and internationally capable. I do not accept that customary law is intellectually inferior to imported doctrine. I do not accept that modernising means leaving culture behind, or that professional excellence requires becoming inaccessible to ordinary people, or that a small jurisdiction must settle for lower standards than a large one.

Semper Fidelis is my attempt to prove that all can be true at once. Work of an international standard, from people who understand how things actually work in Tonga. That is not a marketing position. It is the difference between advice that reads well and advice that holds up.

Two commitments follow from it.

The first is our expert network. Where a matter calls for expertise beyond our core practice, we engage specialists directly rather than improvising. The panel we have assembled brings more than one hundred and ten combined years of professional experience across nineteen Pacific jurisdictions and countries, including three doctoral and four master's qualifications. A client should get the right answer, not our nearest available one.

The second is access. Serious legal capability in Tonga should not be reserved for those who can most easily pay for it, so we have put a number on it rather than leaving it as a sentiment. In our first year the firm commits to 30 working days of pro bono legal work, being 240 hours. From the second year onwards we will maintain a standing policy of at least two working weeks annually, being 10 days or 80 hours. That commitment covers casework, community legal awareness and outreach, and open question sessions for vulnerable communities and business owners under pressure.

Every engagement is scoped individually, with deliverables, timing and fees agreed before substantive work begins. I would rather have that conversation at the start than send an invoice that surprises you.

Away from the desk

I love my sports and I am a die hard New Zealand Warriors fan and have supported them for the best part of my life. As a kid, I used to dream of donning the Warriors jersey and running out at Mt Smart. I guess I'll have to settle for the robe instead and use my talents where they will be best served -- in a court room.
